The beard balm vs beard oil do very similar jobs. The goal of both is to moisturize the hair in the beard and the skin of your face. Which one you choose mostly comes down to personal preference.

Beard oils, by their nature, are lighter in feel and can reach the skin easier. However, they don’t provide any hold or styling assistance. While beard balms, because they contain butter and wax, need a little more work to get to the skin, but they do help with styling. If your beard is unruly, a balm might be the better choice to get it under control. Alternatively, for shorter and new beards that are naturally pretty tidy, an oil could be the way to go. You can choose one or the other, or even include both in your regular beard maintenance routine.
